After the 1.28 patch the game's default resolution was changed and you might see something like this:
Solution
- Launch the game and go to Options -> Video
- Untick the "Fixed Aspect Ratio" checkbox
- Select the desired resolution from the resolution list
- Click on the "OK" button
In case the checkbox isn't there, you can try setting it manually in the registry:
